NOTICE INVITING QUOTATIONS
Sealed Quotations are invited from OEM/Authorized Dealers of tyres for ‘Supply of Solid Cushion Tyres for AAICLAS at Chennai Airport’.
2.0 Quotation shall be submitted in two separate envelopes, as indicated below:-
ENVELOPE – A - Technical Bid – Containing the following documents:-

NIQ document containing Pages No. 1 to 4.
Copy of NIQ document containing Pages No. 1 to 4 duly signed and stamped.
(iv)
Availability of Functional Service Centre.
Undertaking letter mentioning the full address and contact details of the service center at Chennai for fitment of rims with tyres.
ENVELOPE – B – Price Bid in the prescribed format as per Annexure–I.
Note:-
Bidders shall submit the Quotation strictly as per the format.
Transparent cellophane tape shall be affixed on the quoted rates.
The Bidders shall offer their maximum discount possible.
d) The rate quoted/offered shall be valid for acceptance for 120 days from
the date of opening of the Technical Bid.
e) The taxes and other charges if any shall be clearly specified and in case
it is not applicable, the relevant row/column shall indicate
“Not Applicable”, “Nil” or “Included”. In the event, it is left blank,
it shall be deemed to have been included in the basic cost.
f) Any conditional offer shall be rejected.

Both the envelopes super scribing Envelope-A (Technical Bid) &
Envelope-B (Price Bid) shall be separately sealed and placed in a master envelope. The master envelope shall also be sealed and super-scribed with the name of the work “Supply of Solid Cushion Tyres for AAICLAS at Chennai Airport” and submitted to the O/o the Regional Manager (Cargo), AAICALS Chennai Airport, Chennai-600 016. Offers not adhering to the envelope system or unsigned shall be rejected.
Envelope- B shall be opened after evaluation of Envelope – A of those technically qualified Bidders.
3.0 TERMS AND CONDITION
3.1 Bid Evaluation: The evaluation criteria/comparison of rates for identifying the successful Bidder shall be based on the “Lowest Overall Amount” quoted against each item (Inclusive of GST).
3.2 In the event of the date of opening of the Technical Bid or Price Bid is
postponed due to administrative or technical reasons the same shall be
opened on the next working day. The Bidders can be present during
opening of Technical and Price Bid if they wish to.
3.3 Availability of Service Centres: Bidder/OEM/Authorized dealer must have a functional service centre at Chennai (Consignee's Location) so as to facilitate the fitment of tyres.
3.4 AAICLAS is not bound to accept the lowest quotation and reserves the right to
accept or reject any or all quotations without assigning any reason
whatsoever and to call for any other details or information from any of
the Bidder.
3.5 AAICLAS shall not be responsible for any postal delay and offers received
beyond the stipulated date and time shall not be considered.
3.6 All extensions, corrigendum, clarifications etc. if any relating to the NIQ
shall be sent through email.
3.7 Only one offer shall be accepted from a single Bidder either a firm or an
individual. Firms having Authorized Dealerships from more than one OEM
shall submit only one offer with only one rate in Price Bid failing which
the bid shall be rejected.
3.8 In case of any dispute arising out of this NIQ, the decision of the Regional Manager (Cargo), AAICLAS, Chennai Airport will be binding on both sides.
3.9 Price:
a) The rate quotes shall be inclusive of the supply of tyres to the workshop at AAICALS, Chennai Airport.
b) The Bidders shall quote rate for Single brand/make of Solid Cushion Tyres
only.
3.10 Supply/Order:
a) On receipt of the Purchase Order, the agency shall supply the Solid
Tyres in accordance to the description, and quantity mentioned therein.
b) Only genuine branded Solid Cushion Tyres shall be accepted and any sub-
standard or fabricated item shall not be accepted.
3.11 Delivery: Delivery of material shall be made within 20 days from the date
of Purchase Order and if the contractor fails to supply within the allowed
delivery period, a liquidated damage/ penalty calculated @ 1% of the basic
value of undelivered portion of supply per week or part thereof subject to
maximum of 10% of the basic value. In case the delay exceeds 4 weeks AAI
shall reserve the right to cancel the order.
3.12 Payment:
a) After receipt of the ordered items in good condition, payment shall be
released through RTGS within a period of 30 days from the date of
submission of Invoice complete in all aspects. Delay on account of
improper invoice shall be attributed to the supplier.
b) Successful Bidders are to give bank details (e-payment format) for
payment through RTGS.
c) No advance payment shall be made by AAICLAS.
3.13 Warranty/Guarantee: 06 Months shall be the warranty applicable against manufacturing defects arising out of any deficiency in design, Manufacturing, material or workmanship.
