FUNCTIONS AND RESPONSIBILITIES OF NORTH EASTERN REGION OF AAI.

क्षेत्र के मुख्य प्रचालक एवं प्रशासक होने के नाते, क्षेत्रीय कार्यपालक निदेशक (उ. पू. क्षे.) द्वारा भा. वि. प्रा. के उत्तर-पूर्वी क्षेत्र के सभी हवाईअड्डों पर निम्नलिखित गतिविधियों का समन्वय और नियंत्रण किया जाता है:

Being the Operational and Administrative Head of all the Airports in the NE Region, the Regional Executive Director coordinates, controls and monitors the following activities in all the Airports in NE Region:

1. हवाईअड्डा टर्मिनल भवनों का रख-रखाव और प्रबंधन ।
   
   Upkeep, Maintenance and Management of airport terminal building
2. हवाईअड्डों पर विभिन्न यात्री सुविधाएं उपलब्ध कराना और उनका रख-रखाव करना ।
   
   Providing and maintaining various passenger facilitations at airport.
3. हवाईअड्डों पर यात्रियों और विमानों की संरक्षा और सुरक्षा सुनिश्चित करना ।
   
   Ensure safety and security of passengers and aircrafts at airport.
4. आई.सी.ए.ओ. मानकों और अनुशंसित अभ्यासों के अनुरूप तथा समय-समय पर जारी सी.ए.आर. के अनुसार भाविप्रा हवाई अड्डों पर ए.टी.एस., संचार, दिक्चालन और लैंडिंग सहायता, जी.एफ.एस. और अग्निशमन सेवाओं की निगरानी करना ।
   
   Monitor that ATS, Communication, Navigation and Landing Aids, GFS and Fire Services at AAI aerodromes are provided and maintained in conformity with ICAO Standards and Recommended Practices and CARs issued from time to time. 
5. ग्राउंड लेवल पर प्रचालन और प्रणालीगत कमियों और खतरों की पहचान करने के उद्देश्य से उत्तर-पूर्वी क्षेत्र में भाविप्रा हवाई अड्डों, सिविल एन्क्लेवों और अन्य सुविधाओं का वार्षिक सुरक्षा ऑडिट करना ।
   
   Carry out annual safety audits of AAI airports, civil enclaves and other facilities in North Eastern Region with the objective of identifying operational and system deficiencies and hazards at ground level.
6. विभिन्न हवाई अड्डा सुरक्षा संकेतकों और सीएनएस सुविधा निष्पादन संकेतकों के डेटा संकलन के माध्यम से पूर्वोत्तर क्षेत्र में हवाई अड्डों के सुरक्षा कार्यक्षमता माप करना
   
   Conduct Safety Performance Measurements of airports in North Eastern Region through compilation of data on various Aerodrome Safety Indicators and CNS Facilities Performance Indicators
7. क्षेत्र के हवाईअड्डों पर सुरक्षा व बचाव सेवा के प्रावधानों और प्रचालन वाहनों का रख-रखाव सुनिश्चित करना।
   
   Ensure provision of safety and rescue services and maintenance of operational vehicles at the airports in the region.
8. विभिन्न स्टेशनों पर चल रही परियोजनाओं को समय पर पूर्ण करने के लिए प्रभावी निगरानी व हवाईअड्डों के बुनियादी ढाँचे और यात्री सुविधाओं में सुधार हेतु नए प्रस्ताव/ योजना संबंधी सुझाव देना ।
   
   Effective monitoring the ongoing projects at various stations for timely completion and suggests new proposals/schemes for improvements of airport infrastructure and passenger facilitations.
9. उपयोगकर्ता की आवश्यकता के अनुसार एटीसी/एनएवी-एड्स के लिए आवश्यक ढांचागत सुविधाएं प्रदान करने हेतु विभिन्न सिविल और विद्युत कार्यों की योजना तैयार करना और उनका क्रियान्वयन करना, आवश्यकतानुसार रनवे/ टैक्सीवे/ एप्रन और टर्मिनल भवनों और कार्यालयों के निर्माण और अनुरक्षण की उचित निगरानी और नियंत्रण करना ।
   
   Planning and Execution of various civil and electrical works to provide the infrastructural facilities required for ATC/NAV-AIDS as per user requirement, proper Monitoring and control of construction and maintenance of runways / Taxiways /Apron and Terminal buildings and offices as per the requirement.
10. संसाधनों और व्यय की निगरानी करके कॉर्पोरेट मिशन को प्राप्त करने के लिए वित्तीय प्रबंधन ।
    
    Financial management so as to achieve corporate mission by monitoring resources and expenditure.
11. राजस्व में वृद्धि और व्यय में कमी लाना ।
    
    Enhancement of revenue and reduction in expenditure.
12. भूमि अतिक्रमण को रोकने और भूमि के विवेकपूर्ण उपयोग से गैर-यातायात राजस्व प्राप्त करने के लिए हवाईअड्डों और उसके आसपास के क्षेत्रों का भूमि प्रबंधन ।
    
    Land management in and around the airports so as to prevent the encroachment and achieve the non-traffic revenue by judicious use of the lands.
13. बाहरी एजेंसियों जैसे राज्य सरकार, केंद्र सरकार आदि के साथ समन्वय बनाए रखना ।
    
    Maintaining coordination with outside agencies, like State Government, Central Government etc.
14. मानव संसाधन विकास जैसे भर्ती, प्रशिक्षण, पदोन्नति, कार्मिकों हेतु कर्मचारी कल्याणकारी उपाय, टर्मिनल लाभ आदि के लिए योजना बनाना ।
    
    Human resources development planning like recruitment, training promotion, employee’s welfare measures for staff, Terminal benefits etc.
15. विमानन संरक्षा मानकों का कार्यान्वयन और अनुपालन सुनिश्चित करना ।
    
    Implementation of aviation safety parameters and ensures compliance.
16. क्षेत्रीय मुख्यालय (उ.पू.क्षे) गुवाहाटी से संबंधित सभी न्यायिक मामलों/ मध्यस्थता मामलों की निगरानी करना
    
    Monitoring all court cases /arbitration matters pertaining to RHQ (NER) Guwahati.
17. औद्योगिक संबंध, भाविप्रा, उत्तर-पूर्वी क्षेत्र में औद्योगिक संबंध आम तौर पर सौहार्दपूर्ण हैं । कर्मचारियों के बहुमत का प्रतिनिधित्व करने वाली यूनियन को निगमित मुख्यालय द्वारा 5 वर्षों के लिए मान्यता प्राप्त है । इसके अतिरिक्त विभिन्न संवर्गों में अधिकारियों का प्रतिनिधित्व करने वाले एसोसिएशन भी हैं
    
    Industrial relations The Industrial Relations in North-Eastern Region, AAI is generally cordial. Union representing majority of employees is recognized for 5 years by Corporate Headquarters. In addition, there are also Associations representing executives in various cadres.
18. सामान्य समग्र सतर्कता
    
    General overall vigilance.

क्षे. का. नि. (उ. पू. क्षे.) उत्तर-पूर्व के सात राज्यों में कुल 19 हवाईअड्डों पर उपरोक्त कार्यों का प्रबंधन करते हैं ।  इन 19 हवाईअड्डों में से 14 हवाईअड्डे प्रचालन  में हैं और शेष 05 गैर-प्रचालन के हैं ।

RED, NER manages the above functions at 19 AAI Airports in seven states of N E Region.  Out of these 19 AAI Airports 14 are operational Airports and 5 are non-operational airports.

उत्तर-पूर्वी क्षेत्र के अरुणाचल प्रदेश राज्य में दो और प्रचालानिक हवाई अड्डे हैं, जो राज्य सरकार/ भारतीय वायु सेना के नियंत्रण में हैं ।

There are two more operational Airports in NER in the state of Arunachal Pradesh, which are under the control of State Govt./IAF.
