Transaction in Movable/Immovable Property |
Permission to acquire immovable properties was not being processed through personal files instead it is processed in separate files by the Airports where he was posted at that point of time. If all the premissions/ sanctions are processed through the personal file of each employee, it is retained till superannuation of employee wherever the official is posted. Considering this, it is suggested to take up with HR Department to make a policy that henceforth all the issues related to acquisition of movable / immovable property sanctions/ permissions is required to be handled through the personal file of respective employee so as to ensure that these vital documents remain available till superannuation of the employee. |

Monitoring of project works through PMC and execution of Extra/ Substitute Items by AAI. |
i) Projects was monitored by Project Management Consultant (PMC) ,but then the question arises as to who monitors PMC and how effective that monitoring is.
ii) As per clause-12 of the contract agreement, the Engineer-in-Charge of AAI was given power to make alteration in, omissions from, additions to, or substitutions for the original specifications, drawings, designs and instructions that may appear to him to be necessary or advisable during the progress of work. This gives a broad, general and sweeping power to Engineer-in-Charge. Thus, the Engineer-in-Charge may make such alterations/ additions/ omission/ substitution in the original specifications, drawing, design and instruction that the whole character/ basic features and objectives of the project may be lost without the knowledge of Tender Approving/ Competent Authority. |
