52 Minimum time period between sale of tender & submission of tender -Reg. In a limited tender called by Engg. Department, just 4-days’ time was allowed to submit the bid in violation to the Rule 161 of General Financial of Rules (GFR). Vigilance Department has observed that Engineering Department is not following Rule 161 (v) of General Financial of Rules (GFR) in respect of minimum time period between sale of tender and submission of tender. 53 Turnover Criteria in IT tenders. During examination of various tenders of IT dte, It was observed that Pre- Qualification criteria in terms of Financial Turnover of bidders being sought by the IT directorate was not uniformly/consistently adopted across all tenders. 54 Disposal of surplus/unwanted dismantled material received during execution. During investigation of a complaint, it was observed by the vigilance dte. that no reserve price was fixed for excavated earth & material was being taken over by the agency at a very low price. 55 Defining scope related to statutory clearance services to be obtained from the Consultancy contract and Execution agency’s contract. During CTE-Type examination of a work , it was observed that some scope of work related to obtaining statutory clearances of the project was mentioned/defined in the contract agreement of consultant of the project as well as Main executing agency’s agreement resulting into duplicity of payment for the same scope of work to the consultant as well as executing agency . 56 Utilization of Vehicles at JV & Non AAI Operated Airports Recommended to issue circular/guidelines for maintaining appropriate records for daily operations of all the vehicles at various JV/Non-AAI Airports where such provisions are extended for AAI officials. 57 GeM Procurement For procurement through GeM portal, appropriate instructions may be issued to ensure that technical evaluation of bid shall be carried out by tbe duly constituted technical evaluation committee to ensure transparency and objectivity in the tendering process and to ensure proper maintenance of record of utilization of each and every software purchased separately for installation in the various systems IT Dte. 58 Systemic Improvement – Inclusion of Public Procurement (Preference to Make in India) Order, 2017 In some of the tender being executed by IT Directorate, the clause with respect to Public Procurement (Preference to Make in India) Order, 2017 (subsequent revision issued on 16th Sep 2020) has not been included thus resulting in non-compliance and subsequent representations by the prospective bidders to DPIIT. 60 Standard Operating Procedure (SOP) for monitoring commercial contracts at airports – reg. In one of the tender, it was observed that there is lack of clarity among the officials dealing with the commercial contracts accordingly, Vigilance Directorate has recommended to Sensitize the officials dealing with CPP portal w.r.t. issues faced during processing of tender and to develop SOP for monitoring commercial contracts as well.
