The sanctioning authorities at all airports/institutions/other units of AAI must be sensitized about their powers and competence in respect of matters having financial implications, through means of detailed written communication so that such instances can be avoided in future. 12 Amendment in Clause No. 35.3.1 of AAI Works Manual 2017addition of "Bridge Type Structures" in the list of specialized Items/jobs/works Scope of work includes construction of elevated road having bridge items, but experience of bridge work was not included in the qualification criteria. This resulted in the experience of bridge work of participating bidders was not examined. Some shortcomings regarding expansion joint in the structure of elevated road, levels of road & departure forecourt area and RE wall were observed during intensive examination. 14 SOP for Advocate Enlistment and functioning in AAI A standard system/mechanism may be developed for allocation of court cases to Advocates / Law Firms in a fair manner on behalf of AAI and for evaluating the performance of the Advocates/Law firms in cases allotted to them. 15 Iissue of certificate/ letter for site readiness to vendor for installation of equipment'. During CTE intensive examination, it was observed that a formal letter regarding site readiness has not been issued to the contractor , leading to delays in commecement of work. To address this issue, it is important that Certificate/letter of site readiness, is issued by AAI to the vendor for installation of equipment. Circular No AS/ 03/2024 dated 07.10.2024.
16 Systematic improvement in implementation in IT Projects During the investigation, it was observed that the execution team of associated work like IT, AV etc. was not conversant with the process of approval of sub vendor, evaluation of technical parameter w.r.t item having deviations from contract specifications and release of part payment. A detailed SOP may be considered for issuance covering all aspects of procedures to be followed by team of associated works like IT and AV in engineering projects. 17 Standard NIT format for Baggage Handling System (BHS) along with in-line Baggage screening System Technical Instruction No. 84 dated 15.06.2022 issued by the then Member (Planning), Sh. Anil Kumar Pathak needs to be reviewed in view of following: i. Inclusion of work experience criteria that 'Indian Bidders having financial credentials i.e. Turn Over, net worth & Bid capacity in its own capacity but utilizing work experience of his associated Foreign Company' is not in line with existing guidelines of Government of India. Furthermore, only one agency namely Three D Integrated Solutions Ltd. was benefitted by insertion of this provision. ii) As per tender condition vide 13 (i), Page AICMC-5, '(i) The contractor has to pay the prevailing minimum wages issued by the office of Regional Labour Commissioner/Chief Labour Commissioner (whichever is higher), from time to time. However, Payment on Account of variation in Wages due to Statutory Order(s) shall be dealt as per GCC clause 10C and no additional amount such as contractor's overhead & Profit will be paid on this account'. Clause 10C, 'Payment on Account of Increase in Prices/Wages due to Statutory Order(s)' stipulates following: For this purpose, the labour component of 85% of the value of the work executed during period under consideration shall not exceed the percentage as specified in Schedule F, and the increase / decrease in labour shall be considered on the minimum daily wages in rupees of any unskilled mazdoor, fixed under any law, statutory rule or order. The cost of work for which escalation applicable (w) is same as cost of work done as worked out as indicated i Clause 10CC minus the amount of full assessed value of secured advances. Under Schedule 'F" following is mentioned: Clause10C: Applicable Component of labour expressed as percentage of value of work: SITC work - 25% Operation & AICMC - 70% The component of labour expressed as 25% for SITC work is on extremely higher side, as for this work, ITC component is very less compared to cost of supply of factory manufactured BHS system including ED-CDS system. Further clause 10CC stands deleted, therefore operation of clause 10C for working out cost of work for which escalation is applicable may lead to litigation. 18 Monitoring of contractual manpower attendance at site and timely payment of wages-reg. Presently for maintenance contracts of engineering, physical attendance records are maintained and considered for payment. This leads to several problems as discussed in the above report. Therefore, suitable provisions may be considered for biometric system of attendance or any other electronic mode in such contracts on the same lines as in contract for Mechanized Environmental Support Services etc. Technical Instruction No. 151 dated 19.06.2024 issued.

20 Systemic Improvement for minor deviation and standards and testing of Fire resistant material 1. The tender specifications was changed after opening of technical bids. It was advised to specifically and clearly define the minor deviations allowed after opening of technical bid. 2.
