The very genesis of creation of infrastructure starts from planning. Department of Planning plays two major functions. i.e. Architectural Planning. and Aerodrome Planning. Architecture planning is based on capacity assessment, creation of new capacities and building designs and Aerodrome planning dovetails it with air side planning & budget planning. Both wings of the Planning department complement each other in technical assessment of all existing facilities and creation of new infrastructure.

Primary functions ofthe Architecture Planning wing include:

Site selection for new Airports, Land use and Master Planning, Capacity evaluation, Data Analysis and preparation of feasibility reports, Geometric design of airfield and aprons, Identification of areas to meet commercial requirements, Passenger Terminals and Cargo Terminals designs, Co-ordination with Site Engineers and Consultant during Construction, Design evaluation of the proposals of user agencies, Consultancy Management of outsourced air terminal projects, Modification/up gradation of air-side facilities, Beautification & development of city side spaces, Design of all other infrastructural buildings including, Hangars, Technical Block & Control towers, Administrative buildings/Office complexes, AAI & CISF Residential complexes, Fire Stations, Medical Centres, MT workshops and various other projects under Corporate Social Responsibility at Airports from time to time.

Major functions of the Aerodrome Planning wing are:

Providing support to MoCA and DGCA in Aviation System Planning, Planning of airports including land use, pavements, terminal and other buildings, Co-operation with airlines, DGCA, NEC and other bodies, Defining scope of work, preparation of project report, Preparation of annual plans for aerodrome works, Preparation of replies to questions from Parliament, Consultative Committee of Parliament, VIPs etc. concerning airport planning and projects, Overall monitoring of the progress of projects, Providing inputs of strategic level to top management for strategy formulation to fulfill the organization's Vision, Providing inputs at Project level for project formulation viz. scope of work, Detailed Project Report, Environmental Clearance, etc., Feasibility study for site selection of Aerodromes, Planning airport system of various financial models, Provide requisite support to MoCA in framing policy in Airport infrastructure, Interact with ANS departments for integrating and synergizing the Air Space System plan to Airport System Plan for optimum capacity creation at Air Side, Interact with Aviation Safety Department, Operations Department and Security Department to enhance the operational efficiency & safety and security levels at aerodromes, Assisting in preparation of Airport Master Plan and land use plan including city side development, Provide logical support in Airport Tariff fixation, maintain and periodical updating of the data on aerodromes in the form of Airport Directory, Preparation of National Register of Aerodromes and update it periodically, devise various methods for increasing Air side capacity in an optimum way, assisting in implementation of Next Generation Systems in ANS by designing appropriate supporting infrastructure, Interact with the State Govt. to prepare the city plan interwoven with the Airport Master Plan.
