Department of Cargo plays a multiple function at the air cargo terminals and, under AAI Act, 1994, establishes, manages & developes cargo terminals at the airports in the country for the storage and processing of goods in terms of AAI Act, 55 of 1994 para b(3) and as amended in 2003. AN acts as a custodian of International Cargo u/s 45 of Customs Act, 1962.

Post establishment of Joint Venture Companies at some of the Indian Airports and Cargo Terminals managed by AAI, a competitive environment was created for the Cargo handling to provide best services to the Cargo Stakeholders. In this direction, AAl has appointed Ground Handling Agents under the GHAAct-2007 for providing equipment and manpower for 15 Airports in the country for carrying out the airlines and cargo functions on behalf of airlines/AAI. AAl has been undertaking the International Cargo handling operations at Chennai, Kolkata, Lucknow, Coimbatore, Trichy, Amritsar, Guwahati, Mangalore Airports Departmentally and Trivandrum, Varanasi, Bagdogra, Bhubaneshwar, Calicut, Vizag,.Jaipur, Ahmedabad, Indore and Goa Airports through 0&M Model.

At Domestic front, AAl, according to its road map have identified 24 Airports across the country for creation of Common User Domestic Air Cargo Terminals (CUDCT), out of which Port Blair, Coimbatore, Jaipur, Chennai, Amritsar and Lucknow (outbound)Airports are being run departmentally and at Madurai, Vizag, Raipur, Indore and Mangalore Airports CUDCT are being managed on O&M contract basis.

Innovative programmes launched by AAI

  • AAI has a plan on hand to upgrade its IT System called lCMS with new Software & Hardware to meet the lATA e-freight compliance.

  • . The domestic Cargo lT module also to be incorporated to meet the requirements of Common User Domestic Air Cargo Operations. In the second phase, AAl has been already mandated by Ministry of Commerce & Industry/Ministry of Civil Aviation to managed the Air Community System (ACS) provide a common platform for air cargo stakeholders to share their messages in the Air Cargo Sector.

 

Facilitation ofAir Freight Station (AFS):

 

  • . AAl & MoCA are envisaging the importance of decongesting airports and encourage Air Freight Stations activities in parallel with the existence of lCD/CFS facilities for Sea Cargo. MoCA has already issued guidelines and all airports required to create separate corridor for movement of stuffed containers and AFS operator to create infrastructure including screening of export cargo in their facilities so that the upliftment of the same at airport is seamless.

AAI has been managing the air cargo terminals with its well-known Integrated Cargo Management System (ICMS) at Mumbai (JVC), Delhi (JVC), Chennai and Kolkata Airports from the year 1999. Depending upon the requirement and upgradation of Customs EDI programme, AAI had also upgraded its existing Integrated Cargo Management System(lCMS) and further intend to upgrade the system based on the new requirements including implementation for e-Freight compliance, Web based feedback system including mobile application and IT for domestic cargo handling too. Chennai and Kolkata Airports have been Upgraded with Elevated Transfer Vehicle (ETV) facility for handling of palletization/ ULD handling and the import cargo wings have been provided with Automatic Storage & Retrieval System (AS&RS) for its enhanced handling capacity and modernization.
