EASTERN REGIONAL HEADQUARTERS

Introduction / परिचय

Eastern Region controls 20 Airports (including 12 Non Operational Airports) and 4 Aeronautical Communications Stations. Eastern Regional Headquarters coordinates and controls the entire activities of all the Airports and Aeronautical Communication Stations listed below.

पूर्वी क्षेत्र 20 हवाई अड्डों (12 गैर परिचालन हवाई अड्डों सहित) तथा 4 वैमानिकी संचार स्टेशनों को नियंत्रित करता है। पूर्वी क्षेत्रीय मुख्यालय नीचे दिए गए सभी हवाई अड्डों और वैमानिकी संचार स्टेशनों की संपूर्ण गतिविधियों का समन्वय और नियंत्रण करता है।

Regional Executive Director (RED) of Airports Authority of India is the Executive Head of the Eastern Region. He is the overall in-charge of all activities (Operations, Security, Commercial, Safety, Finance& Administration) of the Eastern Region of the Airports Authority of India. The Eastern Region of Airports Authority of India is presently headed by Sh. Manoj Gangal, Regional Executive Director.

भारतीय विमानपत्तन प्राधिकरण के क्षेत्रीय कार्यपालक निदेशक (पूर्वी क्षेत्र) पूर्वी क्षेत्र के कार्यकारी प्रमुख हैं। वे भारतीय विमानपत्तन प्राधिकरण के पूर्वी क्षेत्र की सभी गतिविधियों (संचालन, सुरक्षा, वाणिज्यिक, संरक्षा, वित्त और प्रशासन) के समग्र प्रभारी हैं। भारतीय विमानपत्तन प्राधिकरण का पूर्वी क्षेत्र वर्तमान में श्री मनोज गंगल, क्षेत्रीय कार्यपालक निदेशक के नेतृत्व में है।

Functions & Responsibilities of Eastern Regional of AAI / भाविप्रा, पूर्वी क्षेत्र के कार्य और जिम्मेदारियां

1. Communication, Navigation and Surveillance / संचार, दिक्चालन और निगरानी

1.1 Communication / संचार

(AERONAUTICAL FIXED SERVICE) - Aeronautical Fixed Telecommunication service has been established as a unique worldwide network through dedicated landline/satellite media. The end equipment is fully computerized and compatible system switching all types of ICAO formatted messages pertaining to flight operation , Meteorological , NOTAM and Administrative type messages.

(वैमानिकी निश्चित सेवा) – वैमानिकी निश्चित दूरसंचार सेवा को समर्पित लैंडलाइन / सैटेलाइट मीडिया के माध्यम से एक अद्वितीय विश्वव्यापी नेटवर्क के रूप में स्थापित किया गया है। अंतिम उपकरण पूरी तरह से कम्प्यूटरीकृत और संगत प्रणाली है जो उड़ान संचालन, मौसम विज्ञान, नोटम और प्रशासनिक प्रकार के संदेशों से संबंधित सभी प्रकार के इकाओ (ICAO) स्वरूपित संदेशों को स्विच करता है।

AERONAUTICAL MOBILE SERVICE (AMS) - Aeronautical Mobile Service is provided to establish communication between aircraft and ground stations on designated VHF and HF frequencies. While VHF frequencies have limited range, the HF communication can be established up to a range of 5000nm depending on weather condition. high frequency radio telephony at Kolkata form a part of ICAO network and operate on the designated family of frequencies. Kolkata Radio serves the requirement of Kolkata FIC with ATC messages to and from aircrafts flying in Kolkata FIR and even beyond it. This service is provided by executives who are thoroughly trained at CATC Allahabad as per ICAO standard and recommended practices .

वैमानिक मोबाइल सेवा (एएमएस) - निर्दिष्ट वीएचएफ और एचएफ आवृत्तियों पर विमान और जमीनी स्टेशनों के बीच संचार स्थापित करने के लिए वैमानिकी मोबाइल सेवा प्रदान की जाती है। जबकि वीएचएफ आवृत्तियों की सीमित सीमा होती है, एचएफ संचार मौसम की स्थिति के आधार पर 5000 एनएम की सीमा तक स्थापित किया जा सकता है। कोलकाता में उच्च आवृत्ति रेडियो टेलीफोनी इकाओ नेटवर्क का एक हिस्सा है और आवृत्तियों के निर्दिष्ट परिवार पर काम करता है। कोलकाता रेडियो कोलकाता एफआईसी की आवश्यकता को एटीसी संदेशों के साथ कोलकाता में उड़ान भरने वाले विमानों से और यहां तक ​​​​कि उससे आगे भी पूरा करता है। यह सेवा उन अधिकारियों द्वारा प्रदान की जाती है जो इकाओ मानक और अनुशंसित अभ्यासों के अनुसार सीएटीसी इलाहाबाद में पूरी तरह से प्रशिक्षित हैं।

AUTOMATIC SELF BRIEFING SYSTEM (ASBS) - Automatic Self Briefing system is established at Kolkata airport. This facility provides pre-flight information service to the users. Information pertaining to status of Nav-aids and other Aerodrome related facilities are available in the system which are solely required for safe and efficient flight operation .this system can also be accessed from a remote position like airlines office and even by another aeronautical station through data sharing technology. Timely information can be achieved by interacting with the system which is user-friendly with its on-screen guidance .

ऑटोमेटिक सेल्फ ब्रीफिंग सिस्टम (एएसबीएस) - कोलकाता एयरपोर्ट पर ऑटोमेटिक सेल्फ ब्रीफिंग सिस्टम स्थापित है। यह सुविधा उपयोगकर्ताओं को उड़ान पूर्व सूचना सेवा प्रदान करती है। एनएवी-एड्स की स्थिति और अन्य एयरोड्रम संबंधित सुविधाओं से संबंधित जानकारी सिस्टम में उपलब्ध है जो पूरी तरह से सुरक्षित और कुशल उड़ान संचालन के लिए आवश्यक हैं। इस प्रणाली को एयरलाइन कार्यालय और यहां तक ​​कि डेटा साझा तकनीक के माध्यम से किसी अन्य वैमानिकी स्टेशन जैसे दूरस्थ स्थान से भी एक्सेस किया जा सकता है। ऑन-स्क्रीन मार्गदर्शन के साथ सिस्टम के साथ बातचीत कर, जो उपयोगकर्ता अनुकूल है, समय पर जानकारी प्राप्त की जा सकती है।

1.2 Navigation / दिक्चालन

Navigation services for over flying and terminal air-traffic are provided as per the ICAO norms at different airports and station. The services provide the direction and range information to the aircrafts through installation of various Navigational Aids such as Doppler Very High frequency Omni Range (DVOR) and distance Measuring Equipments (DME). Landing aids like instrumental Landing system (ILS) a system consists Localizer, Glidepath, Markers, Locatorbecons, DME etc. are installed at Kolkata airport .Kolkata is already having two ILS on reciprocal basis on RWY19L and 01R ,ILS RWY 19R is also in the process of calibration and will commission within short period of time .the systems are installed by the dedicated specialized AAI installation unit and maintained by highly skilled AAI professionals. Periodic Air Calibration is done by the Flight Inspection unit to confirm the performance of these sophisticated system as per the ICAO standards

विभिन्न हवाई अड्डों और स्टेशनों पर इकाओ मानदंडों के अनुसार अधिक उड़ान और टर्मिनल हवाई यातायात के लिए दिक्चालन सेवाएं प्रदान की जाती हैं। डॉपलर वेरी हाई फ़्रीक्वेंसी ओमनी रेंज (DVOR) और डिस्टेंस मेजरिंग इक्विपमेंट (DME) जैसे विभिन्न नेविगेशनल एड्स की स्थापना के माध्यम से सेवाएं वायुयान को दिशा और सीमा की जानकारी प्रदान करती हैं। इंस्ट्रुमेंटल लैंडिंग सिस्टम (ILS) जैसे लैंडिंग एड्स, जिसमें लोकलाइज़र, ग्लाइडपथ, मार्कर, लोकेटरबेकन्स, DME आदि शामिल हैं, कोलकाता हवाई अड्डे पर स्थापित हैं। कोलकाता में पहले से ही RWY19L और 01R पर पारस्परिक आधार पर दो ILS हैं, ILS RWY 19R भी कैलिब्रेशन की प्रक्रिया में है तथा यह अल्प समय के भीतर चालू हो जाएगा। समर्पित विशेष एएआई स्थापना इकाई द्वारा सिस्टम स्थापित किए जाते हैं तथा इसका रख-रखाव भाविप्रा के अति कुशल कार्मिकों द्वारा किया जाता है। आईसीएओ मानकों के अनुसार इन जटिल प्रणाली के प्रदर्शन की पुष्टि करने के लिए उड़ान निरीक्षण इकाई द्वारा आवधिक वायु कैलिब्रेशन किया जाता है।

1.3 Surveillance / निगरानी

Radar surveillance is provided for Kolkata FIR by placing MSSR (Monopulse Secondary Surveillance Radar) and ASR (Airport Surveillance Radar) at the following places:

निम्नलिखित स्थानों पर MSSR (मोनोपल्स सेकेंडरी सर्विलांस रडार) और ASR (एयरपोर्ट सर्विलांस रडार) लगाकर कोलकाता एफआईआर के लिए रडार निगरानी प्रदान की जाती है :

Kolkata: ASR co-located with MSSR.

Berhampur: MSSR (En-route) for South bound traffic. In order to have complete surveillance, it is planned to install three new MSSR at the following places by AAI:

Badu (Kolkata): MSSR

Jharsuguda: MSSR

Kathihar: MSSR

कोलकाता: एएसआर एमएसएसआर के साथ सह-स्थित है।

बरहामपुर: दक्षिण की ओर जाने वाले यातायात के लिए MSSR (एन-रूट)। भाविप्रा द्वारा पूर्ण निगरानी के लिए निम्नलिखित स्थानों पर तीन नए एमएसएसआर स्थापित किए जाने की योजना है :

बादू (कोलकाता): MSSR

झारसुगुडा: एमएसएसआर

कटिहार: एमएसएसआर

These facilities will provide seamless radar coverage for Air-traffic Control Services at Kolkata which will enhance air safety and efficient airspace utilization.

ये सुविधाएं कोलकाता में हवाई-यातायात नियंत्रण सेवाओं के लिए निर्बाध रडार कवरेज प्रदान करेंगी जो हवाई सुरक्षा और कुशल हवाई क्षेत्र के उपयोग को बढ़ाएगी।

The ASMGCS (Advanced Surface Movement Guidance and Control System) meant for surface surveillance, is also under installation.

सतह की निगरानी के लिए बनाया गया ASMGCS (एडवांस्ड सर्फेस मूवमेंट गाइडेंस एंड कंट्रोल सिस्टम) भी स्थापित किया जा रहा है।

In addition to radar facility, ADS/CPDLC presently operational at Kolkata is also used for Oceanic Control as well as non-radar space coverage.

रडार सुविधा के अलावा, कोलकाता में वर्तमान में परिचालित एडीएस/सीपीडीएलसी का उपयोग महासागरीय नियंत्रण के साथ-साथ गैर-रडार अंतरिक्ष कवरेज के लिए भी किया जाता है।

2. Dedicated Satellite Communication Network(DSCN) / समर्पित उपग्रह संचार नेटवर्क (DSCN)

Kolkata DSCN is a part of AAI dedicated satellite based communication network connecting 80 AAI stations throughout India ,having 2 redundant satellite channels with voting facility for selecting the best reception signals. The Kolkata DSCN consists of two 6.3 m antenna , Linkway modem, Memotec multiplexer along with other RF units and interfacing equipments. Since it is commissioning on second march 2009, the Kolkata DSCN is successfully working as a main /alternate means of communication for important CNS facilities like RADAR,RCAG,AFTN,DSC,SAT-NAV etc. At present DSCN is working on satellite INSAT-3C only due non availability of second satellite from ISRO

कोलकाता डीएससीएन भाविप्रा समर्पित उपग्रह आधारित संचार नेटवर्क का एक हिस्सा है जो पूरे भारत में 80 भाविप्रा स्टेशनों को जोड़ता है, जिसमें श्रेष्ठ रिसेप्शन संकेतों के चयन के लिए वोटिंग सुविधा के साथ 2 अनावश्यक उपग्रह चैनल हैं। कोलकाता डीएससीएन में दो 6.3 मीटर एंटीना, लिंकवे मॉडेम, मेमोटेक मल्टीप्लेक्सर के साथ-साथ अन्य आरएफ इकाइयां और इंटरफेसिंग उपकरण शामिल हैं। चूंकि यह 02 मार्च 2009 को चालू हो रहा है, कोलकाता डीएससीएन सफलतापूर्वक महत्वपूर्ण सीएनएस सुविधाओं जैसे रडार, आरसीएजी, एएफटीएन, डीएससी, सैट-एनएवी आदि के लिए संचार के मुख्य / वैकल्पिक साधन के रूप में काम कर रहा है। इसरो से दूसरे उपग्रह की अनुपलब्धता के कारण वर्तमान में डीएससीएन उपग्रह इनसैट-3सी पर काम कर रहा है।

3. AVIATION SAFTEY / विमानन सुरक्षा

The following are the key functions of the Aviation Safety Directorate in the region:

क्षेत्र में विमानन सुरक्षा निदेशालय के प्रमुख कार्य निम्नलिखित हैं :-

Guide the various departments for SMS documentation.

1. Co-ordinate safety matters with various departments of AAI. / भाविप्रा के विभिन्न विभागों के साथ सुरक्षा मामलों का समन्वय करना।
2. Monitor that ATS, Communication, Navigation and Landing Aids, GFS and Fire Services at AAI aerodromes are provided and maintained in conformity with ICAO Standards and Recommended Practices and CARs issued from time to time. / भाविप्रा में एटीएस, संचार, नेविगेशन व लैंडिंग एड्स, जीएफस तथा अग्निशमन सेवाएँ आईसीएओ मानकों और अनुशंसित प्रथाओं एवं समय-समय पर पर जारी सीएआर के अनुरूप प्रदान किए जाने तथा बनाएं रखे जाने पर निगरानी रखना।
3. Detect weakness in the functions and the practices in activities of all departments of AAI which may affect safety of the system. / भाविप्रा के सभी कार्यों की गतिविधियों व प्रथाओं में ऐसी कमजोरियों का पता लगाना जो सिस्टम की सुरक्षा को प्रभावित कर सकता है।
4. Carry out annual safety audits of AAI airports, civil enclaves and other facilities in the eastern region with the objective of identifying operational and system deficiencies and hazards at ground level. / भू स्तर पर परिचालन और सिस्टम की कमियोंऔर खतरों को जानने के लिए पूर्वी क्षेत्र में भाविप्रा विमानपत्तनों, सिविल एंक्लेवों तथा अन्य सुविधाओं का वार्षिक सुरक्षा ऑडिट करना।
5. Conduct Safety Performance Measurements of airports in eastern region through compilation of data on various Aerodrome Safety Indicators and CNS Facilities Performance Indicators. / विभिन्न ऐरोड्रोम संकेतकों व सीएनएस सुविधा प्रदर्शन संकेतकों पर डेटा के संकलन के माध्यम से पूर्वी क्षेत्र के हवाईअड्डों के सुरक्षा प्रदर्शन माप का संचालन करना।
6. Promote and develop activities that increase knowledge and safety awareness amongst all personnel of AAI and, to the extent possible, amongst all personnel working at airports. / भाविप्रा तथा हवाईअड्डों के कार्यरत सभी कार्मिकों में ज्ञान और जागरूकता बढ़ाने वाली गतिविधियों का प्रचार बढ़ावा देना व विकसित करना।
7. Promote safety of Aerodromes and Air Navigation Services. / ऐरोड्रोम व एयर नवीगेशन सेवाओं की सुरक्षा को बढ़ावा देना।
8. Undertake Safety Assessments of various changes in the aerodrome configuration, operating procedures, equipment acquisition/installation, CNS/ATM system etc. in order to control the processes that could lead to hazardous events and ensure that the risk of harm or damage is limited to an acceptable level by adoption of required mitigation measures and an acceptable level of safety will be maintained. / खतरनाक घटनाओं को जन्म देने वाली प्रक्रियाओं को नियंत्रित करने के लिए हवाईअड्डे के विन्यास, परिचालन अधिग्रहण/स्थापना, सीएनएस /एटीएम प्रणाली में विभिन्न परिवर्तनों का सुरक्षा मूल्यांकन करना तथा सुनिश्चित करना कि आवश्यक शमन उपायों एवं स्वीकार्य सुरक्षा स्तर बनाए रखने के माध्यम से नुकसान या क्षति का जोखिम स्वीकार्य स्तर तक सीमित रहे।
9. Convene quarterly meetings of RSC, discuss various safety related issues, review and evaluate safety performance of all airports in the region and advise all concerned to take required suitable remedial measures for meeting the target level of safety. / आरएससी की त्रैमासिक बैठकों का आयोजन करना,सुरक्षा संबंधी विभिन्न मुद्दों पर चर्चा करना, क्षेत्र के सभी हवाईअड्डों के सुरक्षा प्रदर्शन की समीक्षा और मूल्यांकन करना तथा सभी संबंधितों को सुरक्षा के लक्ष्य प्राप्ति हेतु आवश्यक उपयुक्त उपचारात्मक उपाय करने की सलाह देना।
10. Conduct periodic safety review of various Sections, Airports and safety communication. / विभिन्न अनुभागों, हवाईअड्डों तथा सुरक्षा संचार की आवधिक सुरक्षा समीक्षा करना।
11. Co-ordinate with CHQ on various safety matters of RHQ and airports in the region and communicate actions. / क्षेत्रीय मुख्यालय एवं क्षेत्र के हवाईअड्डों के विभिन्न सुरक्षा मामलों पर निगमित मुख्यालय के साथ समन्वय करें तथा कार्रवाई के बारे में सूचित करें।

4. Engineering / अभियांत्रिकी

Planning and Execution of various civil and electrical works to provide the infrastructural facilities required for ATC/NAV-AIDS as per user requirement, proper Monitoring and control of construction and maintenance of runways / Taxiways /Apron and other buildings and offices as per the requirement.

उपयोगकर्ता की आवश्यकता के अनुसार एटीसी/एनएवी-एड्स हेतु आवश्यकता के अनुससा ढांचागत सुविधाएं प्रदान करने के लिए विभिन्न सिविल और विद्युत कार्यों की योजना और निष्पादन तथा आवश्यकतानुसार रनवे/टैक्सीवे/ऐप्रोन व अन्य भवनों और कार्यालयों के निर्माण और रखरखाव की उचित निगरानी एवं नियंत्रण।

5. Human Resource Department / मानव संसाधन विभाग

Eastern Region has a total employees strength of 1689 consisting of 700 Executives and 989 non-executives. The total manpower consists of various disciplines viz: ATC, Fire and Rescue Services, Engineering, Civil and Electrical, Finance, Commercial and Land Management and Human Resource Management. SC/ST representation is 289 and 120 respectively. Similarly, male and female representation is 1556 and 133 respectively. In addition a separate ANS Cell is also being made operational as per CHQ’s directives. ANS Cell will broadly deal with matters concerning ATM and CNS discipline establishment matters.

पूर्वी क्षेत्र में कर्मचारियों की कुल संख्या 1689 है जिसमें 700 कार्यपालक हैं व 989 गैर कार्यपालक हैं। सम्पूर्ण श्रमशक्ति मेंविभिन्न विभाग शामिल हैं, जैसे : एटीसी, अग्निशमन एवं उद्धार सेवाएं, अभियांत्रिकी, सिविल व विद्युत, वित्त, वाणिज्य, भू प्रबंधन तथा मानव संसाधन प्रबंधन। अधिसूचित जाति/अधिसूचित जन जाति का प्रतिनिधित्व क्रमश: 289 एवं 120 हैं। इसी प्रकार, पुरुष और महिला प्रतिनिधित्व भी क्रमश: 1556 व 133 हैं। इसके अलावा, निगमित मुख्यालय के निर्देशानुसार एएनएस का एक आलग सेल भी संचालित किया जा रहा है। एएनएस मोटे तौर पर एटीएम एवं सीएनएस डिसिप्लिन के स्थापना मामलों से संबंधित मुद्दों से निपटेगा।

Human Resource Department, Eastern Region regularly conducts training programmes for the development of the employees through various programmes conducted departmentally in Indian Aviation Academy and through outside Agencies. Fire personnel are regularly trained at FSTC, Kolkata. FSTC, Kolkata also conducts training programme for outsiders including foreign participants. RHQ, Eastern Region, is also having a Regional Training Centre for ATCOs and Regional Training Centre for CNS.

मानव संसाधन विभाग, पूर्वी क्षेत्र कार्मिकों के विकास हेतु नियमित रूप से भारतीय विमानन अकादमी व अन्य एजेंसियों के माध्यम से विभिन्न प्रशिक्षण कार्यक्रमों का आयोजन करती है। एफएसटीसी, कोलकाता में अग्निशमन कार्मिकों का नियमित रूप से प्रशिक्षण होता है। एफएसटीसी, कोलकाता विदेशी प्रतिभागियों सहित बाहरी लोगों के लिए भी प्रशिक्षण कार्यक्रम का आयोजन करती हैं। क्षेत्रीय मुख्यालय, पूर्वी क्षेत्र के पास एटीसीओ एवं सीएनएस के लिए भी अलग अलग प्रशिक्षण केंद्र हैं।

For security purposes at various airports in the region, CISF personnel have been deployed, whose pay and allowances is reimbursed to CISF.

क्षेत्र के विभिन्न हवाईअड्डों पर सुरक्षा हेतु सीआईएसएफ कर्मियों को तैनात किया गया है, जिनके वेतन और भत्तों की प्रतिपूर्ति सीआईएसएफ को की जाति है।

6. Industrial Relations / औद्योगिक संबंध

The Industrial Relations in Eastern Region, AAI is generally cordial. Union representing majority of employees is recognized for 5 years by Corporate Headquarters. In addition there are also Associations representing executives in various cadres.

पूर्वी क्षेत्र, भाविप्रा में औद्योगिक संबंध आमतौर पर सौहार्दपूर्ण हैं। अधिकांश कार्मिकों का प्रतिनिधित्व करने वाली संघ को निगमित मुख्यालय द्वारा 5 वर्षों के लिए मान्यता प्राप्त है। इसके अलावा, यहाँ विभिन्न संवर्गों का प्रतिनिधित्व करने वाले संघ भी हैं।

7. Law / विधि

The following are the key functions of the LAW DEPT:

विधि विभाग के मुख्य कार्य निमन्वत हैं :-

1. Monitoring all court cases /arbitration matters pertaining to RHQ (ER) Kolkata / क्षेत्रीय मुख्यालय (पूर्वी क्षेत्र) कोलकाता से संबंधित सभी अदालती मामलों/मध्यस्थता की निगरानी करना।
2. Attending the different High Courts, Distt. Courts /Tribunals for our cases of Eastern region along with the counsel / वकील के साथ हमारे मामलों के लिए विभिन्न उच्च न्यायालयों, जिला न्यायालयों/ट्रिब्यूनलों में भाग लेना,
3. Vetting the replies/counter affidavits etc. to be filed in the court or before the Arbitral tribunal / अदालत में या मध्यस्थ न्यायाधिकरण के समक्ष दायर किए जाने वाले उत्तरों/काउंटर हलफनामों आदि की जांच करना।
4. Assisting in conducting the eviction Proceedings/recovery of licence fee etc. under the Airports Authority of India Act, 1994 / भारतीय विमानपत्तन प्राधिकरण अधिनियम, 1994 के तहत बेदखली के संचालन/लाइसेन्स शुल्क की वसूली आदि कार्यवाही में सहायता करना।
5. Drafting the M.O.U/Agreement etc. / समझौता ज्ञापन/अनुबंध आदि का मसौदा तैयार करना।
