The Court Judgement in KV Janakiraman case broadly identified three primary reasons as in Q.3 above is followed in AAI as regards Vigilance Clearance as per the instructions issued by the Department of Personnel & Training’s OM No. 22011/4/91- Estt.(A) dt. 14.09.1992.
